Definition
Documentation issued by the court that grants limited relief from mandatory criminal sanctions for individuals living in the community who have a previous felony or misdemeanor conviction and are subject to "civil impacts" that bar them from being considered for employment in a particular field. Employers who hire individuals with certificates are provided immunity from negligent hiring claims when they are aware of the certificate at the time of hiring. Certificates may be revoked if the offender is convicted of or pleads guilty to a felony offense committed subsequent to the issuance of the certificate.
