Programs available through federal, state or local governments that issue special policies which protect people from the loss of personal dwellings or other structures and their contents due to special hazards such as floods that are not ordinarily covered by homeowners insurance or other similar policies; which offer insurance protection in instances where people are ineligible for ordinary insurance because they live in a vulnerable area; or which protect people from loss of income due to a natural disaster.
