Definition
Programs that provide assistance which relates to the area of law which determines the rights and regulates the intercourse of independent nations in peace and war. Included are organizations that assist U.S. citizens who have claims against foreign governments and organizations that provide information and/or assistance that relates to international humanitarian law, the body of rules which, in wartime, protect people who are not or are no longer participating in the hostilities.
