Definition
Programs that negotiate treaties which permit the transfer of prisoners from countries in which they have been convicted of crimes to their home countries or which represent the legal interests of individual prisoners and their families. The purpose of the program is to relieve some of the special hardships that fall on offenders incarcerated far from home and to facilitate their rehabilitation. Included are exchanges in which prisoners are released.
