Definition
Programs that establish and enforce compliance with emission standards for motor vehicles which require complete control of hydrocarbons from the crank case and partial control of hydrocarbons and carbon monoxide from the exhaust system. These programs monitor compliance with regulations, investigate complaints regarding violations and, when warranted, initiate litigation against individuals and organizations who have failed to comply with auto emissions control standards.
