ACA Registered Agents and Brokers

Definition
Health insurance agents and brokers, including Web-brokers, who are authorized to help consumers enroll in new insurance options and apply for premium tax credits and cost-sharing reductions through a federally facilitated or partnership marketplace. Agents and brokers must register and complete identity verification on the CMS Enterprise Portal, complete a marketplace-specific online training course and agree to comply with federal and state laws and regulations including privacy and confidentiality laws. Those who have completed the process and received a user account to operate in the individual marketplace will be able to use two pathways: a direct enrollment pathway through the insurance issuer's website or a marketplace pathway. Those who operate through the SHOP marketplace will conduct enrollment activities only through the marketplace pathway. States will continue to license agents and brokers and may have additional state-specific training and certification requirements or other conditions for their participation in the marketplaces.
