Definition
Programs that are responsible for the planning, design and development of a system of roads and highways that provides safe and efficient access to locations within the community. Activities include making decisions with respect to the location of freeways, thoroughfares and feeder routes; the placement of traffic lights, stop signs, metered on-ramps and other traffic control devices; and the establishment of speed limits and the setting of traffic light cycles to ensure an even flow of traffic.
