Programs that provide bottled water or other sources of drinking water for people whose access has been interrupted by a ruptured water main, water purification plant problems, contaminated wells or other disruptions in the water supply; or to vulnerable communities (especially people who are homeless) during periods of extreme heat as a protection against dehydration.
