Programs that provide support for the development and implementation of a certification program in a particular field, a process by which a certifying organization grants recognition of competency to individual practitioners who meet predetermined qualifications specified by that entity. Key components generally include a mission and vision statement for the program; a statement of operational principles; eligibility criteria for the program; an application process and associated fees; a description of the competencies necessary for successful job performance that are based on a detailed job analysis; certification examinations with validated questions and psychometrically determined cut scores that can be used to assess competence; instructions and ground rules for examination proctors; practice examinations; notification procedures for examination results; a mechanism for appeals; disciplinary procedures for certified individuals who fail to maintain compliance with certification requirements; and a renewal process.
