Definition
Programs that help nonprofit organizations, small businesses and other groups plan and implement an evaluation of a program or project that is conducted by an unbiased, professional consultant. Tasks may include design and implementation of an overall evaluation plan, development of instrumentation, management and analysis of data and preparation of interim and final reports. Included are programs that undertake all or a portion of external evaluations on a contractual basis and those that help organizations select, contract with and manage an external evaluator.
