Definition
Programs that are responsible for drafting and/or amending and implementing specific/area plans that describe land use distribution, open spaces availability, infrastructure, and infrastructure financing for a portion of the community. Zoning, subdivision and public works decisions must be consistent with all applicable specific/area plans. Specific/area plans must be consistent with the local general plan.
