Programs that assist other countries with the process of democratization by educating their officials and citizens about the advantages of democratic rule, providing instruction for local officials regarding procedures for free and fair elections and monitoring the electoral process. Included are organizations that provide assistance with election planning and administration, election law development, political party development, constitutional development, and voter and civic education which may include training of government and civic leaders. Also included are organizations that promote a supportive legal and regulatory environment for civil society or otherwise strengthen individuals and organizations involved in the development of associated institutions and values.
