Programs that reduce the hazards associated with insulation materials containing asbestos in homes and other structures by removing the current materials and replacing them with nonhazardous alternatives. Asbestos is a fibrous, incombustible form of magnesium and calcium silicate which can cause lung disease upon exposure.
