Definition
Individuals who are involved in the intentional mistreatment of animals when it is done wantonly, for sport or with reckless indifference to their pain. Specific acts may include torturing or mutilating an animal; transporting or confining an animal in a cruel way; killing, poisoning or seriously injuring an animal; starving or withholding water from an animal; seriously overworking an animal; using an animal as a lure or bait; or unreasonably abandoning an animal.
