Program operates annually from October 1 to September 30, providing a one-time benefit per household, covering up to two utility accounts. Also administers the Utility Moratorium Program, preventing winter utility shut-offs between November 15 and March 15. Additionally, eligible individuals may qualify for water and/or cooling payment assistance for a limited time.
