Eligibility
EA program: Family must be facing utility shutoff, or in need of utilities, because of past due payments that resulted from a crisis beyond their control. Must have dependent child, or a woman pregnant in her third trimester in household and demonstrate the ability to make future payments. The household must meet income and asset requirements and have exhausted all other resources.
HELP program: Household income must be at or below
150% of the federal poverty level.

Application Process
Apply by phone, online through myCase or by completing a paper application. Customers who are currently receiving benefits do not need to submit an application.
Description

Utility service payment is part of the Emergency Assistance (EA) program that provides immediate short term help for destitute families to remedy or prevent homelessness due to utility shutoff. HELP program also available for help with monthly electric bills through Rocky Mountain Power.
